First requests after a quiet spell no longer time out.
A request that arrives while the browser is still starting now waits for it, instead of failing with render_timeout after timeout_ms plus five seconds.
When no screenshot has been taken for a while, the next one starts its browser from cold, which can take several seconds. The API used to stop waiting at timeout_ms plus five seconds, so that request could fail with 504 render_timeout even when the page itself was fast.
timeout_ms now bounds what it says it bounds: loading the page. Starting the browser no longer counts against it, so a cold start is slower, but it succeeds.
